AI-first vs. AI-enabled: what banks and credit unions should demand from their software vendors

The two terms show up in every RFI that lands on our desk: AI-first, AI-enabled. On paper they sound similar. In practice, they're two different business models with real consequences for a challenger-bank CIO or a credit-union CTO. This piece breaks down the difference and gives a concrete checklist for tech committees.

The operational definition

AI-enabled is a traditional vendor that bolted AI onto the product as a feature. They have a chatbot module, a classifier, maybe OCR. The rest of the development, delivery, and operations cycle works like ten years ago.

AI-first is a vendor whose entire process is already built around AI: engineers paired with agents, persistent context per client, dynamic model selection, observability that includes AI-usage metrics, and a multi-model stack that updates with the research frontier.

The difference isn't what the vendor sells. It's how they build it and how they operate it.

Why it matters for banking and credit unions

Financial institutions face a peculiar combination: high regulatory pressure (BSA/AML, FINRA, NYDFS Part 500, SOX — or SFC, UIAF, SARLAFT in LATAM), rising fintech competition, and significant legacy. In that context, choosing a software vendor has three direct impacts:

1. Time-to-market

An AI-first vendor ships changes to production on 2–4 week cycles because agents absorb routine tasks: documentation, tests, refactors. An AI-enabled vendor is bottlenecked by human code-writing speed — typically 3–6 months for equivalent scope.

2. Operating cost of maintenance

3. Regulatory risk

This is the point that matters most. Checklist for a tech committee

If you're evaluating vendors, these are the questions that separate real AI-first from marketing:

Vendor's internal process

  • How many of your engineers are paired with agents today? (Expected at real AI-first: 100%.)
  • Show me the model selection policy by task — do you use one or several?
  • What engineering tools operate on the repo: test generation, automatic refactors, AI-assisted ADRs?
  • What's the % of PRs in the last quarter that included agent-assisted commits?

Data governance

  • Is client data used to train external models? (Correct answer is no.)
  • What's the data residency for inference? (Must be available on-premise or in an approved region.)
  • Do you have an option to run with local open-weight models when data can't leave?

Traceability and audit

  • Is every code change logged with prompt, model, and human reviewer?
  • Can I export the audit trail of a release for internal audit or regulator?
  • Is there clear separation between AI decisions and human decisions in the workflow?

Intellectual property

  • Is generated code 100% the client's property? (It must be.)
  • Are there portability clauses if I switch vendors?
  • Does the vendor take risk on infringing code generated by AI?

Smoke signals of "marketing AI-first"

Signs that a vendor claims to be AI-first but isn't:

  • Only talks about one model (usually ChatGPT).
  • Can't show a real PR with agent assistance.
  • Their commercial proposals have the same structure and timeline as three years ago.
  • No clear answer to "what happens if your model deprecates or 3× its price?"
  • Their engineers don't use agents in live demos.
